For FY 1996, the Power Marketing Administrations have identified $14.0M for environment, safety and health activities. This represents 3.9% of the total FY 1996 Power Marketing Administration operating budget of $356M. The Power Marketing Administration's Planning Process and Assumptions
The five Power Marketing Administrations have been assigned the Power Marketing Liaison Office as their responsible Secretarial Office. Currently, the Power Marketing Administrations (PMA s) are in a state of flux due to the recent congressional cost-savings initiatives aimed at privatizing the PMAs. This reorganization effort, which would result in the sale of PMAs for FY 1997, has caused some PMA's (i.e. Alaska) to discontinue the use of ES&H management planning process.
The planning process was utilized by all PMA's to develop a FY 96 Environment, Safety and Health Five-Year Plan. All compliance and improvement activities were scored using the risk-based priority system.
Major Risk Issues and High Priority Activities Addressed in the Power Marketing Administration's Environment, Safety and Health Plans
Fall protection for workers on transmission lines remains a high priority activity and requires continuing resources (provided for in the Power Marketing Administration plans and budgets).
Increased emphasis and aggressive monitoring of environment, safety and health programs to assure full compliance with BPA rules, DOE Orders, and OSHA regulations.
The Southwestern Power Administration is involved in efforts to assure the protection of employees from work place hazards by providing training, promoting continuous self-assessment and inspecting and monitoring for quality assurance.
Compliance activities are also planned to add environment, safety and health professionals to several administrations in FY 1996 for staff augmentation in the areas of environment, safety and health program planning and implementation.
