For FY 1996, the Office of Human Resources and Administration, also referred to as Human Resources (HR), has identified $1.3 M for safety and health activities. This represents 0.7% of the total FY 1996 Human Resources operating budget of $198M. HR s environment, safety and health (ES&H) funding profile is broken down as shown in Table 6.9-1.

The Office of Human Resources and Administration's Planning Process and Assumptions
Two offices within the Office of Human Resources and Administration have responsibility for environment, safety and health activities:
Each organization used the Environment, Safety and Health Management Planning Process, Risk-based Priority Model, and the ES&H Management Information System to plan and report their ES&H activities.
The Federal Occupational Safety and Health Program (located within the Office of Personnel) has been reassigned to the Office of Environment, Safety and Health. For the purposes of continuity, Human Resources has chosen to include these program functions in this Management Plan. Additionally, the Office of Scientific and Technical Information (OSTI) has been relocated to the Office of Science Education and Technical Information (ET), but is included here.
Current Status of the Office of Human Resources and Administration's Environment, Safety and Health Program
The Office of Personnel had a Personnel Systems and Oversight Division which was responsible for the Federal Employee Occupational Safety and Health Program. This program, which ensures the safety and health of approximately 19,500 DOE Federal employees nationwide, has been transferred to the Office of Environment, Safety and Health.
The Office of Personnel also has an Employee Assistance Branch which is responsible for the Headquarters Federal Employee Occupational Medical Program. This function will remain in Human Resources under the Office of Personnel. This program consists of two health units, one at each of the two main Headquarters facilities. The medical staff measures the fitness of employees, assists employees in maintaining and improving their health, maintains records on each employee s physical and health status, and collects epidemiological data to analyze for statistical trends.
Within the Office of Administrative Services, the Engineering and Facilities Division is responsible for the maintenance and operations of government-owned and leased office space comprising the Headquarters facility complex. Portions of the funding requirements for the Engineering and Facilities Division are provided by the General Services Administration.
Major Risk Issues and High Priority Activities Addressed in the Office of Human Resources and Administration's Environment, Safety and Health Plan
The major risk issues identified for the Office of Human Resources and Administration include asbestos abatement, fire protection upgrades, and indoor air quality. Additionally, professional safety and health staff augmentation and coordinated transition of Human Resources' safety and health responsibility during DOE reorganization to ensure continued employee protection have been identified as areas of concentration.
In the area of asbestos removal, activities have been planned for each of the major facilities. At the Office of Scientific and Technical Information facility, asbestos removal has been classified as a Compliance activity due to the poor condition of material that has been found to contain asbestos. At the two main Headquarters facilities, the condition has been assessed as less severe, and the removal activities have been classified as Improvement activities. Interim operations and maintenance activities have been included as core activities.
At the Office of Scientific and Technical Information, other major issues include: fire protection upgrades, life-safety upgrades, and improved hazard communication. In the area of Fire Protection, deficiencies in flammable and combustible materials handling and storage, as well as deficiencies in current configuration of fire doors, walls, and exits, are being addressed in the FY 1996 2000 plan. The creation of a fire protection program to implement the requirements of DOE Order 5480.7A, Fire Protection, has also been included.
At the Headquarters facilities, projects to reduce exposure to asbestos, improve indoor air quality (additional HVAC upgrades and replacements), install sprinkler systems, improve electrical safety, correct the warping corridor walkways, and to bring the emergency lighting and exit systems into compliance are planned for FY 1996 2000.
